Bylaws

 

 

Charter and Sponsoring Institution

 

Cub Scout Pack 75 is chartered through Westmoore Community Church to the Boy Scouts of America, Last Frontier Council in the Sooner District.  Pack 75 adopts all BSA National Rules and Regulations, Charter and Bylaws, and Bylaws of the Last Frontier Council, Inc. and any rules and regulations, policies or procedures presented by the Chartered Organization Representative either orally or in writing by the Executive Officer of the Chartered Organization and in addition the following:

 

Mission Statement

 

Pack 75 is a non-profit organization.  Every participant in Pack 75 is a volunteer; there are no paid positions.  Our goal is to provide a program that teaches the boys responsibility and good citizenship.  All money raised by Pack 75 is spent for the betterment of the program provided to the boys.

 

Pack Committee

 

The Committee will be made up of the Committee Chair, Cubmaster, Treasurer, Secretary and at least one parent from every den (at least three of these adults must be registered).  Any correspondence signed “the committee” must be pre-approved by the committee.  The Committee Chair, Cubmaster and Treasurer will be responsible for rechartering the pack each year before the March deadline to ensure the pack earns the “Quality Unit Award.”  Committee members will nominate other adults within the pack for various duties including den leader, Cubmaster and Committee Chair positions.  No person may assume a position of leadership without filling out a membership application and receive approval from the Chartered Organization and their Chartered Organization Representative.  This approval is tentative until the membership application clears the Boy Scouts of America background check. 

 

The Committee Chair will assign duties to committee members when necessary.  A 35% quorum of registered members must be present to vote on any business.

 

The committee will meet at least once a month during the school year, and within two weeks of the next pack meeting at a designated place.  Plans for the summer pack meetings will be made in May and announced at the May pack meeting.

 

Small children should be left at home or in the care of an adult who can entertain the children and keep them from disrupting the meeting.  The meeting is very important and should be treated as such. 

 

 

 

Pack Budget and Finance

 

The Committee Chair, Cubmaster and Treasurer will be responsible for the preparation of an annual budget, which must be submitted for approval at the August committee meeting.

 

The Treasurer will be responsible for all financial duties including receiving money, making deposits, writing checks, and providing monthly reports on income/expenses to the committee.  The Treasurer will present a monthly financial report to the committee at each meeting.  Any parent may request a printed copy of their child’s account balance.

 

Checks are payable to Cub Scout Pack 75.   If a personal check is returned to the pack for any reason the party signing the check, or in the case of a fundraiser, the party who collected the check and presented it to the pack, will be notified by the Treasurer to clear the check and any bank charges in cash.  The child’s account will be debited for all expenses related to this matter until cleared up with cash.

 

The committee will select all fundraisers for the pack.  Twenty percent of the profit from all fundraisers will go into the pack general fund.  Failure to pay fundraiser money to the pack could result in legal action.  The day after each fundraiser deadline, the child’s account will be debited the amount due for that date.  If the necessary funds are not in the account, the account will be frozen and no further purchases will be permitted for the child.  The balance due must be met before any awards will be presented or purchased.

 

At recharter, any den dues or money owed to the pack will be deducted from the child’s account.  If a child’s pack dues are not paid by recharter time the child may not recharter with the pack.  If a child drops from the pack the money in his account is frozen until recharter.  If he doesn’t recharter with the pack his money goes into the pack’s general fund.  Volunteering does not excuse a leader of paying den and pack dues.

 

All scouts registered in the pack by September 30 must pay ½ of the annual pack dues by the October pack meeting and the second ½ must be in all accounts by the December pack meeting.  All pack dues for scouts joining after September 30 will be pro-rated at a fee designated by the Treasurer and approved by the Committee Chair.  If at any point the pack dues owed are not paid when due, there will be no purchases made for the child until the dues are caught up.

 

Should another den or pack join our membership with funds on hand they will be required to transfer such funds into the pack treasury unless some other agreement is reached and approved by the Chartered Organization.

 

If a scout transfers to a different pack or troop the receiving unit may submit a written request for a check within 90 days of the transfer.  The check will be made out to the receiving unit if the child’s account is in good standing.  If there are any outstanding debts to the pack or den those monies will be deducted first and the balance if any will then be sent.

 

Extenuating circumstances, problems, or suggestions should be directed to the Committee Chair, Treasurer and the Chartered Organization Representative.  All personal information received by the above named individuals will be treated as confidential.

 

The Treasurer will present a monthly financial report to the committee at each meeting.

Any parent may request a printed copy of their child’s account balance.

 

Pack Meetings

 

Pack meeting dates will be set by the Pack Committee and all meetings are usually held at Westmoore Community Church unless otherwise designated.  All Scouts and parents should attend pack meetings regardless if the individual scout is receiving an award or not.  We are a pack family and we should attend all meetings to support those who are receiving awards.  Pack meetings are not considered canceled unless the Chartered Organization Representative, Committee Chair, Cubmaster or your den leader notifies you.

 

Pack meeting dates will be posted on the Scoutlander calendar.  Duties for setting up and cleaning up for each pack meeting will be rotated among the dens.  All dens are EXPECTED to prepare at least one song, skit or other suitable entertainment for the pack meeting.  All songs, skits or other ideas must be presented to the Cubmaster at the committee meeting prior to the pack meeting.

 

All earned awards and special recognitions to boys and adults will be given at pack meetings only.  If there are special circumstances that prevent the boy and/or adult from attending pack meetings it must be presented to the Cubmaster in writing.  It will be left up to the discretion of the cubmaster on how to handle the case.  Any decision may be appealed to the Chartered Organization Representative in writing and an answer will be returned within a reasonable time period. 

 

Crossovers will only take place at a pack meeting designated by the committee and the Cubmaster.

 

The Cubmaster may stop a pack meeting in progress at any time if the parents and children do not cooperate in keeping the noise level down and give their undivided attention to the person or persons speaking.  If they persist in disrupting the event the Cubmaster may end the pack meeting and send everyone home.  There will be no exceptions.

 

All members of Cub Scout Pack 75, including visitors, will comply with the following rules regarding the use of the Chartered Organizations facilities during pack-sponsored activities (den meetings included):

 

1.      There will be no running in the hallways, meeting space or gymnasium (unless a part of an organized activity and only if it does not disrupt any other meetings that are in the same area).

2.      There will be no children outside the gymnasium once the pack meetings have started.

3.      There will be no use of tobacco products anywhere on the church grounds.  There is no designated smoking area.

4.      Every family will be responsible for the cleanliness of inside facilities after meetings are over.  No trash will be thrown down on the church grounds.  “A Scout always leaves an area cleaner than it was when he arrived.”

5.      No children are to be outside at any time without adult supervision.

6.      All chairs and tables must be returned to the appropriate place as designated.

7.      Each adult is asked to help with the discipline of all children.  Parents must assist the den leaders with the discipline of their own children.  Most den leaders are parents with children in the pack meeting and they would like to enjoy the meeting as well.

 

Dens

 

Den leaders must provide a monthly calendar to parents and the Cubmaster.  Den meetings will be held weekly at a time and place designated by the den leader.  Only a den leader can cancel a den meeting, under normal circumstances.

 

All boys will be subject to the den’s discipline rules set forth by their respective leader.  A copy of the den’s discipline rules will be given to the parents before the beginning of the year. 

 

Parents and/or the Cubmaster will be notified of extreme discipline problems.  If the problem is not resolved the Chartered Organization Representative will be notified and after a brief investigation, a course of action will be given in writing.  All decisions by the Chartered Organization Representative are final.  Any person refusing to follow the written decision will be asked to transfer out of the pack.  No exceptions.

 

Parents are expected to have their child on time for all meetings and not leave early as this interferes with the leader’s program and the progression of the activity your son could be working on.

 

Den leaders are required to demonstrate the proper attire for each den meeting by not starting the meeting until they (den leaders) are in the proper uniform.  Don’t ask a child to do what you are not prepared to do.  Any den leader observed conducting a den meeting without being in proper uniform on more than three occasions will not receive their leaders knot and will be requested to explain their actions to the Cubmaster.  If the Cubmaster can not remedy the situation then it will be taken to the next level listed under Disciplinary Action in these Bylaws.

The use of den chiefs is strongly encouraged. 

 

A perfect attendance pin can be earned by a scout that has not missed more than three scheduled den/pack meetings September through May.

 

Den dues are required for all scouts and are due at the first den meeting of every month September through May (unless den is actively meeting during summer, then it is all 12 months).  Dues not paid by the second meeting of the month are considered late and den leaders must send a written reminder to parents.  Amounts will be set by den leader.  Unpaid dues will be turned over to the Treasurer and pack committee for collection.

 

A written report showing all collections and expenses for den dues must be submitted by the den leader to the Treasurer every month.  No exceptions.

 

Monthly dues are still required from any boy who misses any scheduled den meetings for any reason.  Den dues will be returned to boys who transfer, quit or graduate.  Monthly dues are still required from any boy regardless if their parent volunteers for any position in the pack.

 

If a boy transfers into another den, his den dues must be current.  The den leader losing the boy will give a listing of dues paid to the gaining leader.  Dues must be current for boys graduating out of the pack.  Boys will only be transferred between dens upon the mutual consent of the den leaders and parents, by instruction of the Cubmaster or Chartered Organization Representative.  All transfers must be reported to the Cubmaster and Advancement Chair immediately.

 

Den leaders are ‘required’ to submit all advancement reports to the pack Advancement Chair at every monthly committee meeting.  If the den leader can not attend the meeting they must send the report with a representative for their den or make arrangements to get the advancement report to Advancement Chair ASAP.  Failure to do so will prevent any advancements for that den from being purchased and distributed for that month’s pack meeting.

 

Membership

 

Adult leaders are recruited for one year at a time with final approval made by the Chartered Organization and/or its representative.

 

Boys may be enrolled into membership at any time throughout the year.  A round-up for new members will be held in August and September of each year. 

 

If the pack has more boys in a den than they have adult volunteers, another den may be started and volunteers will be selected from the parents to run the den.  This pack will not shut its doors to those wishing to join and especially those who have parents who are active.  The decision of accepting a boy will be held on a case by case basis.  Any leader refusing to accept a new boy into their den without good reason will face disciplinary action.  Their good reason must be in writing and meet the approval of the Chartered Organization and/or its representative.

 

Den leaders must be trained in their respective positions also.  Anyone in a leadership position must make arrangements to receive training within 60 days after having received approval for their respective position.

 

Anyone agreeing to be a leader is required to achieve trained status within two months of acceptance (must be BSA certified training).  Leaders must stay up to date on the youth protection training.  No exceptions.  Leaders must agree with and follow the principles of scouting before entering into a leadership position.  Before entering a leadership position he/she must agree to sign Pack 75 bylaws and abide by them.

 

Camping

 

Any camping will be conducted according to the “Guide to Safe Scouting,” Baloo Training or Webelo Training.

 

Behavior

 

Pack 75 prohibits the possession and use of firearms and weapons of any kind, alcoholic beverages, tobacco, and controlled substances at BSA sanctioned encampments or activities on property owned and/or operated by the BSA and within 500 feet of any scouting event regardless of location.

 

Cub Scout uniforms are not to be worn while purchasing alcohol, tobacco or any other illegal or adult products.  Tobacco is not allowed on the church property at all.

 

Profanity is not to be used around the scouts.  Do not raise your voice while disagreeing with another leader or parent.  Disputes can and will be moderated by the Chartered Organization Representative, Committee Chair or Cubmaster.

 

Disciplinary Action

 

If a den leader persists in violating the bylaws, the actions will then be brought to the attention of the Chartered Organization Representative.  The COR will set up a meeting with the den leader and counsel them on their behavior.  A written warning will be issued to the adult leader and it will be made a part of their official records.  If the violation persists after the COR meeting, the adult could be asked to step down or transfer from the pack.

 

In order to preserve the quality of the pack experience for all boys and their families the Chartered Organization reserves the discretion to remove any leader from their position and/or from the pack upon violation of these bylaws.

 

The Chartered Organization and Pack 75 committee reserves the right to make any and all changes to the bylaws upon a simple majority vote at any regular or special committee meeting, or by any written or oral requirement submitted by the Chartered Organization and/or its legal representative.  Changes will be submitted to leaders for review before signing agreement.
