Inland Northwest Council Boy Scouts of America New! Tour Plan

 

(replacing the Local Tour Permit & National Tour Permit effective March 1, 2011)

New Tour Plan Released from National BSA:

Effective March 1, 2011. The new form is constructed differently but contains almost all the same information as previous "Tour Permit".

All BSA trips and outings must be conducted according to the directions contained in the current BSA publication

Tour plans should be submitted 21 days prior to the planned trip or outing, giving time to make adjustments in the schedule should they be required to comply with BSA standards and policies.

If your unit activity falls under any of these categories (a-f), a tour plan must be submitted:

      1. a.
      2. Trips of 500 miles or more

          b. Trips outside of council borders not to a council-owned property

          c. Trips to any national high-adventure base, national Scout jamboree, National Order of the Arrow Conference, or regionally sponsored event

          d. When conducting the following activities outside of council or district events:

            1. Aquatics activities (swimming, boating, floating, scuba, etc.)
            2. Climbing and rappelling
            3. Orientation flights (process flying plan)
            4. Shooting sports
            5. Any activities involving motorized vehicles as part of the program (snowmobiles, boating, etc.)
              1. e. At a council's request (see below)

                How the Inland Northwest Council defines as "At a Council’s Request":

                1. 1) Tour Plans required for
              1. all events except for
                1. a. Outings that are defined as a "short, in-town trip".
                2. b. Outings where every Scout is driven to and from the event by his parent or legal guardian, if they do not involve the following activities:
                3. i. Overnight camping
                4. ii. Aquatics activities
                5. iii. Climbing and rappelling
                6. iv. Orientation flights
                7. v. Shooting sports
                8. vi. Any activities involving motorized vehicles as part of the program

                Tour Plans

                The National Office has made policy and design changes to the tour permit policy that become effective

                 

                Tuesday, March 1 to the Tour Permit process. Some key points include:

                 

                    1. Tour Permits are now known as "Tour Plans." After review by council, the unit will be returned the single page to take on the trip.
                    2. The Inland Northwest Council will review all Tour Plan Applications for local, national & International activities at the local council office; they are no longer routed to National for approval.
                    3. All old tour permit forms should not be used.
                    4. Effective March 1, 2011, the new Tour Plan application will be the only form accepted.
                    5. Online tour plans are still available notice. Or tour plans will need to be emailed, faxed or hand-delivered to one of the three Scout Service Centers in Spokane, Hayden or Clarkston.
                    6. Requirements for Youth Protection Training, Weather Hazards, climbing, swimming, shooting sports, etc remain unchanged.
                    7. Units will need to fill-out the Tour Plan Application completely to expedite approval.
                    8. Tour Plan Application are accepted via email, fax (please include contact information), walk-in, or mail.

                      How to submit a Tour Plan:

                      The Tour Plans are provided in fillable-PDF format to allow units to fill in information in a readable format, submit for an event, and save the file for later events...making future permits easier to complete.

                      A separate list of vehicle and insurance information will still be accepted

                      Training Required for a Tour Plan:

                      All tours require:

                          1. All leaders require current
                          2. Youth Protection Training
                          3. At least one adult must have completed
                          4. Weather Hazards Training

                              Special activity requirements:

                                1. Where swimming or boating is included in the program,
                                2. Safe Swim Defense and/or Safety Afloat are to be followed. (At least one person must be current in CPR/AED from any recognized agency to meet Safety Afloat and Climb On Safely guidelines.) If climbing/rappelling is included, then Climb On Safely must be followed.
                                3. At least one adult on a pack overnighter must have completed
                                4. Basic Adult Leader Outdoor Orientation (BALOO). Basic First Aid is recommended for all tours, and Wilderness First Aid is recommended for all backcountry tours.
                                5. At least one person must be current in
                                6. CPR/AED from any recognized agency to meet Safety Afloat and Climb On Safely guidelines.
