I. Welcome
Welcome to Cub Scout Pack 571/512. Your son wanted to join Cub Scouting because it is FUN. Cub Scouting
is a “family participation” activity. All members of your family are welcome and at least one is
expected to attend every Pack and Den meeting. Cub Scouting is not just another thing for your son to
do. It is a value oriented learning program with specific aims. Those aims are good character, citizenship
and physical and mental fitness.

II. Cub Scout Ranks
Cub Scouting is open to boys age six through ten inclusive in the first through fifth grades. The very first
rank earned by a Cub Scout is the Bobcat Rank, regardless of age. Bobcat requirements are included in
all of the handbooks.
Tigers | 1st grade                                                                                                  
The Tiger Cub, along with his designated parent (Tiger Partner – Den Leader) works
from a Tiger Cub Handbook. Tiger Cubs earn Colored Beads that hang from their Tiger
Cub Totem. Tiger parents are required by the BSA to help and they approve Tiger Cub
rank advancement.
Wolves | 2nd grade                                                                                                
Wolf Scouts work on their Wolf Rank, and then begin earning Arrow Points. The parent
or den leader approves Wolf Rank and Wolf Arrow Points. An adult den leader and
assistant den leader lead the Wolf Den.
Bears | 3rd grade                                                                                                   
Bear Scouts first complete the Bear Rank requirements and then work on Arrow Points.
Bear Den organization is not unlike a Wolf Den, parents approve ranks; the den is led
by an adult den leader and assistant den leader.
Webelos | 4th and 5th grades                                                                                  
The Webelos work to earn the Webelos Badge - 1st Year, Webelos electives (pins) and
then the Arrow of Light Rank - 2nd Year. The Arrow of Light Award is the highest rank in
Cub Scouting. It is worn first on the Cub Scout uniform and upon graduation to Boy
Scouting, is worn on the Boy Scout uniform. The Webelos Den Leader or Assistant Den
Leader approves all Webelos Rank advancement. Parents cannot approve Webelos
Rank advancements.

III. Dues and Activities
Cub Scouts are expected to pay yearly Pack dues of $60.00. Dues are used to purchase badges, t-shirts, Pinewood Derby cars and trophies, and materials for den meetings. Fundraising projects, popcorn sales, etc., shall be
selected throughout the year to fund the pack budget and possibly offset dues.

IV. Uniforms
Cub Scouts are expected to be properly uniformed. There are two uniforms: Class A, which is the official
Scout uniform, and the Class B uniform which is a T-Shirt the Pack purchases for your scout as part of
their Pack dues. A uniform is required at all Scouting Functions. This protects both you and the
Leadership of the Pack. Scouts in uniform during all scouting functions are protected by the National BSA
insurance programs, scouts not in uniform are protected only by that families insurance plans and are
NOT covered by the BSA insurance.

VI. Pack Law
Cub Scouts are expected to participate regularly and they are expected to live by the Cub Scout Oath
and Law of the Pack. Discipline is the responsibility of the Cub Scout’s parent. All meetings begin with
the Pledge of Allegiance and Reciting the Scout Oath.

All members of Pack 571 will abide by these additional guidelines:

1. No stealing, lying, or vandalism.
2. No inappropriate or unnecessary physical contact or fighting.
3. No foul or abusive language.
4. No verbal abuse or bullying of any Scout, adult leader, or guest.
5. No possession of obscene material.
6. No insubordination of an adult leader.
7. No violation of Youth Protection Guidelines.

VII. Pack Law Violations and Disciplinary Actions
In the case of a violation, the den leader will give a verbal warning. If the misbehavior is repeated, the
den leader will turn the Scout over to the parent or Cub Master. The den leader, Cub Master, and
parent will discuss the misbehavior and include a written warning. A third misbehavior will require the
Cub Scout to be removed from the meeting for two or three den meetings and/or activities. Any further
misbehavior on the part of the Cub Scout would call for permanent suspension. A request for appeal to
any disciplinary action taken may be brought before the pack committee. In the event the Scout’s parent
sits on the pack committee, said committee member will have no vote towards the appeal for the
disciplinary action.

VIII. Adult Leaders and Volunteers
The Cubmaster, Assistant Cubmaster(s), Committee Members, and all Den Leaders and Assistant Den Leaders are expected to review the Youth Protection and appropriate Fast Start training videos. All volunteer adult leaders are expected to wear a complete uniform, with proper insignia, to set a good example for their Cub Scouts.

IX. Pack Organization
We are sponsored by a Chartered Organization. The institution head of our Chartered Organization appoints a Chartered Organization Representative. This person serves as the liaison between the Chartered Organization and the Cub Scout Pack. The pack leadership is made up of the Pack Committee Chairman, Members of the Pack Committee, the Cubmaster, Assistant Cubmaster(s), Treasurer, Webelos Den Leader, Wolf and Bear Den Leaders and Assistant Den Leaders and the Tiger Cub Parents. All Adult Leaders are registered with the Boy Scouts of America and are required to pay BSA National yearly dues to the Pack by February each year.

X. Church Rules
The church that sponsors our pack, Berkmar UMC, goes by a set of rules called 'Safehouse Rules'. These rules are as follows:
1. No child outside or inside the buildings without an adult present.
2. No child alone with a single adult other than that child's parent. This also goes along with the Scouts Youth     Protection program.
3. No physical contact administered by an adult towards a child. If a child comes to you for a hug or something,     that is okay.
4. Running in the building is not allowed.

The by-laws herein stated were determined by consensus and majority vote of the Cub Scout Pack 571
Committee. Any changes or interpretations are subject to committee approval.
